FIELDBROOK, Humboldt County — October 30, 2026. Local water-system records show progress on an important earthquake-resilience project: replacing a large, aging redwood water tank with a 400,000-gallon steel tank to serve the Fieldbrook–Glendale Community Services District. But publicly accessible project trackers do not use identical status labels. One North Coast Resource Partnership record marks the FGCSD Water Tank Seismic Retrofit Project as “Completed”, while another record for a Water Tank Seismic Retrofit Project identifies the stage as “Implementation.”

Those labels alone cannot establish the precise date when a completed tank was filled, disinfected, tested and placed into regular service. California58 is treating the mismatch as a project-accountability question, not a claim that the tank has failed or that the water supply is unsafe.

What was the district planning to replace?

The district’s public water-system description identifies a 400,000-gallon redwood tank built in 1972, with a liner added in 2005, plus a smaller 20,000-gallon concrete tank. The district purchases treated water from the Humboldt Bay Municipal Water District and distributes it to its local customers.

The replacement project is intended to reduce the risk of losing stored water after a significant earthquake and help maintain capacity needed by water customers and firefighters. The funding plan involves state Department of Water Resources grants and federal hazard-mitigation assistance, coordinated through Humboldt County and the North Coast Resource Partnership.

What do the two project records actually say?

The North Coast Resource Partnership’s project fact sheet 22397 identifies the 400,000-gallon replacement tank and lists Project Stage: Completed, with a reported duration of 2025. The project’s abstract describes replacing the original redwood structure with a new steel tank.

A different fact sheet, project 14091, identifies the same district and a 400,000-gallon bolted-steel seismic retrofit but labels its stage Implementation, with the latest displayed update on May 23, 2026. The two entries may track different grant or administrative components of a broader effort; the records do not demonstrate that one must be wrong.

Most importantly, a grant record marked Completed may reflect completion of that funding record’s scope or reporting cycle. It is not necessarily a certificate of acceptance from the drinking-water regulator or independent proof that all final commissioning steps occurred.

What did the district say earlier about timing?

In August 2024 the district requested a grant schedule extension, describing a two-year wait for federal construction-funding approval and long manufacturing lead times for a steel tank. It proposed extending final completion to March 31, 2026. That was a revised target date in an earlier request, not a statement that the facility was in service by March 31.

The district’s fiscal-year 2025 audit also described the water-tank seismic project among its commitments and contingencies. Audited financial statements give useful context about project funding but do not replace the district’s operating logs or completed-work sign-off.

Why the distinction matters to customers

The district provides water service to roughly 536 connections according to its published overview. Storage capacity and earthquake-resistant design are important for service continuity and fire protection, but whether one specific tank is operating can only be confirmed with current district records, not a grant-project stage label.

Customers can ask the district for the actual tank acceptance date, laboratory disinfection results, commissioning certification, project final cost and whether the old redwood tank has been decommissioned. Those are answerable record requests, not allegations of mismanagement.
